Senior Vice President of Ambulatory Services and Value-Based Care


Jeanette Gibbs provides leadership over all UMMC-operated, hospital-based outpatient clinics. She oversees our efforts in the areas of population health and improving health equity, the portfolio of Health Services Cost Review Commission (HSCRC) Pay For Performance programs, care transformation initiatives and other programs focused on screening for and addressing patients’ health-related social needs.

Ms. Gibbs has more than 25 years of experience and a proven track record in health care operations and administration. Most recently she served as senior vice president at Penn State Health. While there she played a pivotal role in shaping the development of the health system and medical group. She created significant growth, including the establishment of over 30 new multi-specialty and primary care practice sites.

In 2015 she joined the University of Maryland Community Medical Group as its first chief operating officer. Previous to that, she was the CEO of the Faculty Practice Plan at Howard University and later served as the associate vice president of administration and finance. 

She began her career as the business analyst for the CEO of the University of Maryland Faculty Physicians, Inc. (FPI) and then worked at the Department of Pediatrics, followed by the University of Maryland School of Medicine and Johns Hopkins University.

Ms. Gibbs’ background includes the successful implementation of projects and programs for referral and care alignment, optimizing provider productivity and patient access through operational and workflow changes, improving employee and patient satisfaction and supporting the improvement of quality care and patient outcomes. 

She earned her bachelor’s degree from University of Maryland Baltimore County (UMBC) and a MS in health care administration and management from University of Maryland Global Campus (UMGC).
